Since March 2012, the International Catholic Migration Commission (ICMC) Europe has led the SHARE Network. Now in its second phase of development (March 2014 – August 2015), SHARE builds toward a network of European regions, cities, municipalities and their civil society partners involved in and/or with an interest in refugee resettlement, protection and integration. An integral part of the European Resettlement Network, SHARE facilitates the inclusion of local and regional actors in the wider network, and ensures the visibility of the local and regional dimension of resettlement in European and global resettlement discussions and development. The second phase of SHARE offers a number of opportunities for those with specific expertise and experience to get involved, on a consultancy basis, in several of the activities and programmes planned for 2014-15. An overview of open Calls for Expressions of Interest with deadlines for applications are listed below. 1. SHARE II CITY EXCHANGE VISIT PROGRAMME
In the first SHARE Project, ICMC Europe worked in partnership with the EUROCITIES network, the UK city of Sheffield and a partnership of the UK local authorities and NGOs that deliver the UK’s resettlement programme to facilitate the SHARE City Exchange Visit Programme. This collaboration will continue In the framework of SHARE II, with 3 further City Exchange Visits to the city of Sheffield for mixed delegations from municipalities, cities and regions and their civil society partners with no previous experience of resettlement. ICMC seeks expressions of interest from suitable civil society organisations to act as an expert consultant, working with the city of Sheffield, in the facilitation of the visit programme, with an application deadline of Friday May 23 2014.
2. STRENGTHENING CAPACITY IN NEW RESETTLEMENT COUNTRIES – SHARE II ‘YOU CAN DO IT!’ PROGRAMME
Within SHARE II, ICMC will continue the partnership with EUROCITIES network to further develop and refine the peer exchange methodology that underpinned the SHARE City Exchange Visit Programme, inspired by the approach adopted by EUROCITIES in the current Implementoring Project. One strand of this work is the ‘You Can Do It!’ process, which aims to strengthen capacity in new resettlement countries, and specifically engage local and regional actors not yet active in resettlement but with an interest in assessing the opportunities and strengths of their local/regional context and in identifying actions to move toward establishing a local resettlement programme. ICMC seeks expressions of interest from suitable individuals/organisations for the following 2 roles within the programme:
. ‘You Can Do It!’ Expert Consultant: to develop the ‘You Can Do It!’ assessment and action planning tool, support its pilot implementation and produce final ‘You Can Do It!’ resources for publication. Application deadline of Friday May 23 2014.
. SHARE Mentor City Core Group: city/region-civil society partnerships to form part of the membership of the ‘You Can Do It!’ SHARE Mentor City Core Group to pilot the ‘You Can Do It!’ process. Application deadline of Friday May 23 2014.
3. INCREASING RESETTLEMENT CAPACITY & PROMOTING WELCOMING COMMUNITIES – SHARE II ‘SHARING through Mentoring’ PROGRAMME
SHARE II will develop and pilot the ‘SHARING through Mentoring’ process, which aims to increase resettlement capacity at the regional and local level in countries with existing annual resettlement quota commitments, in this instance focused on practices and approaches to making use of volunteers within local resettlement programmes. ICMC seeks expressions of interest from suitable individuals/organisations to act as an expert consultant in the pilot implementation of the ‘SHARING through Mentoring’ process. Application deadline of Friday May 23 2014.
4. EVALUATING LOCAL REFUGEE RESETTLEMENT PROGRAMMES – SHARE II RESEARCH & EVALUATION
SHARE II will facilitate the development of an evaluation framework for local resettlement programmes in Europe, and a pilot project to test the evaluation framework and enable the evaluation of one local European resettlement programme. ICMC seeks expressions of interest from suitable individuals/organisations to act as an expert evaluation consultant in the implementation of this ‘Evaluating Local Resettlement Programmes’ process.
